Enhancing Landscape and Ecosystem Management (ELEMENT) Project IN-MDONER-572452-CS-QCBS Letter of Invitation Consulting Services Name of Assignment: Project Management Consultancy for establishment and Operation of Knowledge and Information Sharing Hub in Ministry of DoNER, Govt of India RFP Reference No.: IN-MDONER-572452-CS-QCBS Loan No./Credit No./ Grant No.: PROGREEN Grant No. TFOC3612 Location and Date: New Delhi, 12/10/2026 The Ministry of Development of North Eastern Region (DoNER), through Government of India (hereinafter called “client”) has received financing from International Bank for Reconstruction and Development (IBRD) for establishment and operation of Knowledge and Information Sharing on Innovative Landscape Management Practices Hub using “PROGREEN Grant” (hereinafter called “Grant”) toward Enhancing Landscape and Ecosystem Management Project in North Eastern Region (P179935) for state of Nagaland and Tripura. The Project Implementation Unit (PIU), an implementing agency of the Client, intends to avail a portion of the proceeds of this Grant to eligible payments under the contract for which this Request for Proposals is issued. The Project Implementation Unit (PIU) now invites online proposals to provide the following consulting services (hereinafter called “Services”): Project Management Consultancy Services for establishment and operations of Knowledge and Information Sharing on Innovative Landscape Management Practices Hub . More details on the Services are provided in the Terms of Reference (Section 7). A firm will be selected under QCBS (Quality cum Cost based Selection) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” [September 2023] (“Procurement Regulations”), which can be found at the following website: www.worldbank.org The RFP includes the following documents: Section 1 –Letter of Invitation Section 2 - Instructions to Consultants and Data Sheet Section 3 - Technical Proposal FTP - Standard Forms Section 4 - Financial Proposal - Standard Forms Section 5 – Eligible Countries Section 6 – Fraud and Corruption Section 7 - Terms of Reference Section 8 - Standard Forms of Contract (Time-Based) Details on the proposal’s submission date, time and address are provided in the Data Sheet.
